Education is part of MACC’s three-pronged strategy. The exercise of this strategy is based on the following provision of law:

• Section 7(g) MACC Act 2009 - to educate the public to fight corruption
• Section 7(f) MACC Act 2009 – to enlist and foster public support against corruption

The main focus of education activities is continuously disseminating anti-corruption information to all levels of society, while raising public awareness and confidence in the corruption prevention effort in Malaysia.

Education programmes and activities are conducted nationwide through the MACC Community Education Division (headquarters) and the Community Education Unit of MACC State Offices (state level).

The effectiveness of community programmes and activities are measured using the Corruption Prevention Action Effectiveness Perception Study conducted by MACC annually. The results of this study are used to regularly improve and strengthen the education strategy, approach and initiatives.

Objectives of Education

• To enhance public understanding on corruption offences under the MACC Act, impact of corruption and corruption prevention measures;
• To clarify current issues on corruption to enlist public support towards MACC;
• To increase awareness and responsibility in fighting corruption; and
• To cultivate integrity and anti-corruption values in all levels of society

Approach

MACC utilises two main approaches in educating the public on corruption, namely:

1. Face-to-face programmes
2. Dissemination of message via media channels

Target Groups

The implementation of education activities is targeted to the following groups:

1. Public Agencies
   Anti-corruption programmes/activities involving public/government agencies (both at the federal and state levels) are coordinated by the Government Branch, MACC Community Education Division. Examples of activities include Corruption-Free Pledge (IBR), seminar, forum, talks, workshops, On-the-ground programmes, visit to MACC and others.
2. Private Sector and Government-linked Companies (GLC)
   Anti-corruption programmes/activities involving the private sector and government-linked companies (at the federal and state levels) are coordinated by the GLC Branch, MACC Community Education Division. Example of activities to be organised are Corruption-Free Pledge (IBR), seminars, forums, corporate liability briefings, workshops, on-the-ground activities, visit to MACC office and others.
3. Non-Governmental Organisations (NGO) and Political Organisations
   Anti-corruption activities/programmes involving Non-governmental organisations (NGO) and politicians are coordinated by the Sociocultural Branch. Activities that can be organised include the Corruption-Free Pledge (IBR), seminars, forums, talks, workshops, ground programmes, community programmes and others.
4. University/Higher Learning Institution Students
   Anti-corruption activities/programmes involving students from public and private higher learning institutions are coordinated by the University Branch, MACC Community Education Division.
5. Primary and Secondary School Students
   Anti-corruption activities/programmes involving primary and secondary school students are coordinated by the School Branch, MACC Community Education Division.
   The main programme organised is Anti-corruption Heroes (Wira Antirasuah – WAR). This programme, which began in 2014, is a joint effort between MACC and the Ministry of Education (MOE).
